      I just tried to download the License Agreement and had no problems.
      Downloading is a function of your browser (Chrome, Edge, Firefox, etc.) and not Real Statistics or Windows or Office. I suggest that you try to do one of the following:
      1. Try again later (perhaps your Internet connection was interrupted)
      2. Use a different browser
